What is the best method to ensure your page looks nice in nearly any resolution?

I have been reading the threads here, reading books, and surfing the NET.

Seems it is a toss up between Tables and Frames or using CSS.

I am familiar with Tables and Frames but know next to nothing about CSS.

Looking for some advice on the best method, and perhaps a basic tutorial for the layout.

My experience is that CSS liquid/Jelly layouts are the best way to go about making sure your site looks good.
