I would prefer it if payment was made first. After all Paypal has a system that allows you to get your money back if the domain(s) are not delivered.

Yeah. There is a refund system built into Paypal that can be triggered by the buyer at any time. This might require setting up of a Product SKU for the domain transaction and sending you a Paypal link from which you pay.
