my original discussion point was that legislative.mobi would be a hard sell. in regards to legislative.com, sure if you can find the right end user, you can sell it at a premium, but that saying goes to almost all domain names.

I hate to keep talking about .com's here, since its off topic, BUT I believe 'legislative.com' would be worth a lot on its own with no development and no end user. I bet thousands.
