Yes, there are quite a few references to it in French websites referring to "
La Commission des Relations avec les Usagers et de la Qualité de la prise en charge" which Google translates as 'The Committee on Relations with users and the quality of care'. Which is good as I was planning to develop something along the lines of customer retention, consumer related etc.
