Network Bar

I started a forum network recently, containing 10 or so forums running phpBB. I'm trying to make a network bar to go across all the forums, and want to make the drop down menu get it's contents from an external file, but i'm having trouble making 'includes', as the Server Side include won't work due to all the forums being hosted on different accounts, and the .tpl files not being PHP.

Any ideas?
