Need someone to "clone" a script

There is a website that offers users the possbility to track changes on any website page, and then send an alert by email with the changes. I'm looking for some to "clone" this website, that is, the functionalities of the script, and intall it on our hosting company's servers.
The site needs a login page only, where people can create an account and login to enter the pages they want to monitor, and then an email is automatcally sent whenever a change occurs. I need an admin panel where I can manage users and pages they selected to track.
