Need some help finding a good program

I need to find a good ad program for a site that is just starting off. So it don't get much traffic right now. I would like for them to have a high payout rate and offer popunders if possable. Also if they don't ask for SSN/TAX Id that would be great.

if your page can pass the "under construction" test, give adversal a try. depending on your site, you might find that a cpc program might work better than a cpm though. maybe you can even try both at once.
