Can't fault the design, but try to increase the gap between each forum section, as it is the white text gets harder to read on the 2nd/3rd section titles, and looks cramped. Space that out and it'll be very nice =]

Does anyone have any tips on promotion. Also, does anyone know of any companies that will fill your forum with members and posts for cheap (and they need to speak english well)?

I think i already gave comment on your design may be not on this forum design is good but yep logo can be altered little bit so it will not give look of widespace or empty white space

I like it, looks fitting. My only suggestion would be to change the default forum icons (for new topic, post reply, etc etc).
