Need php script...

hi
i need a php script
that allows me to monitor how many clicks each one get
to other sites
this is like an advertising program thing
but i would just like to monitor how many clicks it gets...

one that monitors unqiue links only
or/and
it stops a person from clicking it every 10 mins

would be nice :
