Need Help With Some PHP

hey guys, alot of sites i have been going to are starting to have tutorial submision scripts and all that. I have purchased one before but it doesnt feel right because i didnt make it, i am only starting out in php. I have ordered Sams Teach Yourself PHP In 24 Hours. So Far its teaching me some usefull things. I want to know howto have forms and you type in a tutorial name, avater and all the stuf like that and click submit it will go onto a page. If someone could teach me i may be able to pay them at the end depending on how much I have in my paypal account. (i can only pay a certain amount, i dont got a jo, im to young).
Is it something with like variables and stuf. I have looked at scripts like cutenews and see it posts the news by [News], how do i do that? well if i am totaly off please tell me.

ok this is what i want to learn:

I want to learn howto make a tutorial submission script with features such as:

Add Templates
Add Tutorials
Allow Users to submit tutorials
edit templates, tutorials, and user submited tutorials

Its not really thant i want to learn howto do that exact stuf. I just want to learn Howto make a admin panel with a form that can submit a template, tutorials, script, banner, or splash.

so this is what happens:

I login to a page and it Links:

Add Template | Add Tutorial | Add Banner | Add Button | Add PHP Script

I click on one, lets say i click add tutorial, it brings me to a form:

Tutorials Name: Enter Tutorial Name

Tutorial Author: Enter Author's Name

Tutorial (In HTML): Add the actualy tutorial (in html)

And then a Button: Submit


Then i click the submit button and it adds the tutorial to a page.

Thats what i want. I only need to learn the form part, nothing els upto there
