Need help with a script

hiya im after a script that will let me publish articals on my site with a teaser headline and a few lines on the front page and then the full artical when you click on it. has to be able to post coments and be good on search engins.

also another script im looking for is a image upload script that basicly enables you to register and upload your own images and have your own gallery and then from the admin side be able to chose a photo of the month and have it displayed on the front page as a photo of the month.

i would like this to be the same script in honesty. ie if the user registers and posts a comment then it displays there username. also i would like it to feel like a comunity but without a forum if you know what i mean?

if any one knows any that would let me do this or if anyone can do this for me i would be willing to pay a little amount.

you may want to go a little further and define "little amount"
because this isn't a very simple endeavor, as it would have to be secure as well as functional. You also need to explain whether any visual elements need to be made for this as well.

If you're advertising for a job, it's generally a good idea to explain the details.
