Need custom wordpress made

I need a template made off of my design. I constructed what I want it to look like in photoshop. I need someone to pick it apart and turn it into a functional template for me. You may not claim the template as yours, and you may not resell it. Please either reply in forum or PM me with your best offer and perhaps some template work you did.

Again, I will be sending you a PDF. You will be turning it into a template. I don't want a rate, I want a flat fee. Thank you in advance for taking a look.

Also if anyone thinks it would be easy enough to do on my own and has a good tutorial you can point me to it. I am a graphic designer but not a coder. I know html and can understand css when looking at it, with a tutorial I could probably do it but not sure how long it will take.

Anyways probably just looking to have someone do it for me. Thank you much.
