I've gotten quotes above 1k which I think is ridiculous

A sub-$1k custom shopping cart will blow, and if you even get software which runs at the end of the project it will still be massively inferior to what you have already with CafePress.

You may get offers which sound like you're going to get the next Amazon.com for the price of a night out at a bar, but I guarantee you they will be from idiots massively overestimating their abilities, or con-men out to take your money. No serious developer would even consider taking on your project, given your expectations/budget.

CafePress offers decent content and product management aimed exactly at entrepreneurs selling t-shirts. Spend your limited budget on a graphic designer to skin the CafePress store, and start thinking about custom software when you can invest enough into it to make it worthwhile.
