Need a subdomain script

Hey guys I need a script that can do the following:

- Allow users to sign up for a sub domain on my domain
- Allow users to host a web page on the sub domain
- Allow the latest sub domains and most popular sub domains to be displayed on the main page or via a drop down menu
- Allow users to edit / delete etc
- Admin backend to manage the site


Looking for a free or paid script up to $60
