Need a partner and Moderators for new forums

Heya, I'm setting up a new forum and need funds to purchase the license for vbulletin board. I'm looking for a partner for this forum. The partner will be the forum Administrator, and co-owner. Also, i would appreciate , if any , volunteer to help out at the forum by posting , advertising etc.
