Need a Custom Video Game Cheats Script Coded

I need a custom cheat script coded that i will be able to use for vgcheats.co.uk and any other/future cheat websites i make.
1) How the Script Must Work
The script should search the web for cheats, games and consoles. Any new consoles, games and cheats it finds, the script automatically adds it to the sites database.
Therefore the whole website is updated automatically. I know some scripts that simply 'copy' the cheats from other cheat websites (such as gamefaqs, cheatcc, etc) and this is acceptable if its the only way you know how to do it.
The website should basically be split up into 'consoles'. When someone clicks on a console he/she will see the 10 latest cheats for that Console and the 10 most viewed cheats for that Console. Then there will also be a list of A-Z letters. When someone clicks on a letter, such as 'D', all the games beggining with the letter 'D' for that console will be displayed.
Finally the person simply clicks on the game to see a list of cheats for that game.
In general i need the script to work in a VERY similar way to the current script. Just take a look for yourself on the website to see how the current script works so you can get a better idea of what you need to do.
2) Have SEO Friendly URL's
The script must have Search Engine Friendly URL's.
For example:
'module=games&platform=Playstation%202' links would be turned into:
'vgcheats.co.uk/playstation-2/name-of-game/cheats.html' (just an example).
3) An Admin control panel
Although all cheats/games/consoles should be automatically updated i would still like the website to have an Admin control panel where I can manually add/edit/delete all the cheats, consoles and games that are in the database.
4) Easy to edit and integrate into designs
I need it integrated into this design. But i also would like the script to easily integrate with any other designs. So perhaps splitting certain aspects of the script in 'templates' might make things easier.
5) Extra features
I need the script to display the 10 latest cheats of all time on the homepage (should include the date it was added). The top 10 most popular (most viewed) cheats of all time on the homepage (with a hit counter counting how many times it has been viewed).
Please also keep in mind I will also most likely need future modifications and enhancements needed to be done to this script in the future as i have some plans with what i want to do with it in the future if all goes well...
If you think you can do this project, you will need as a minimum:
- A website about you or your company (no under construction pages).
- Portfolio of previous work you have done (designs, coding, etc).
- Quote on how much you think it will cost.
- Experience in web programming.
- A very respected webmaster.
- Deadline (when you think it will be completed).
- MSN/Google Messenger (not required, but if you don't have it i would like regular daily updates on how the progress is going).
