Get some development on it, personally i would create a page run some adsense so you can make a dollar or two and dedicate the money to charity or fema disaster relief fund.

Also on the page have an information base showing ways how the public can help in times of need ect. This would bring in the traffic if promoted correctly. It is not a saturated market so listing should not be a problem for the domain.

Not sure on trademark issues if you dedicate it to fema, who knows they might even purchase the name off you.

Good, short name. I agree with above, get some development on it, like explanation of what FEMA is and some contact information. You'll probably see hits spike when the next disaster strikes or when FEMA is in the news for some controversy.
