You may post 1 article to multiple sites but make sure that you spin the article each time before submitting and the spun article should be error free

Yes, you can. And they'll publish it (if it complies with their terms of service in other respects). It isn't "duplicate content". It's "syndicated content".

Yes you can always post 1 same article to same website but this depends on the article site itself. Some article websites have higher requirement but this is not a good SEO practice.

Guys I know of one called Article Marketer, and they have a free package there that goes to around 80 article directories, at least I think they still have all that.

If you can submit your one article into some articles sites with that same content, you may consider as a spammy article according through search engines algorithms, it reasonable you are making the copied content of your articles. So please don't try to make blind yourself. Better to submit different articles into different sites.:gn:
