Moving a site over to another server

Hey everyone was just wondering how would an individual with all of the root files for a web site move them to another server on a different domain or on same domain *that i dont know* all i was told to research for was "The only thing you can do is find us a way to move a whole site to a new server and not have to rebuild it." _what other guy told me_ so any thoughts anyone? it would be much appreciated for any input at all.

so is like bluo that control panel? if not we are using apache and (actually xampp but we're not actually using i for anything) and possibly ws ftp anyway thats some more hints to the riddle, so my goal to move the server pretty much relies in my saving it as a .zip file and then un zipping it on the server? || we also have full access to the web site bluo thing admin rights the works i believe anyway. so yet again help would be appreciated.
