I've heard the term "mini-site" used quite a bit... If you do not have much, if any web development experience, is there a preferred way of creating such sites? Simply hire a web developer?

Most are just a few pages of information about a subject and little else. Another option would be parking your names at 1Plus.net It generates mini-sites with newsfeeds, you just enter your Adsense ID. IIRC, it's owned by a NamePros member to boot.
Yes, it is preferred to start a mini-site if one does not have much experience in web development / marketing. Once traffic starts to flow in, you will to see a bigger picture and decides what works for you
1plus.net is not a parking company (at least not right now). they let you put your own ad code in, whether it be adsense, ypn, adbrite, etc. and they auto generate content based on your keywords.
in effect, your ppc at 1plus.net is actually whatever your ppc is for your adsense, ypn, adbrite, etc. i would imagine that it would be slightly higher though.
