Looking For Expert Vector Artist

I'm looking for a expert vector artist who's very detail oriented to work on transforming a scanned drawing (emblem, sorta like a tattoo design in terms of style) to crisp, clean vector. Simple black and white type of tracing, but certain details are critical for artistic/symbolic/design communication. (though it's not really that complex)

My budget is low, but not cheap. I'm looking for quality, and am willing to pay for it. PM me if interested.
