Looking for CPM with referral program

I am looking for some CPM affiliate programs which have also referral program (2-tier). Can be also popup or popunder

OK I have these now:
paypopup, popupad (not sure if they going to pay me this month),adversal
casalemedia, valueclick - those 2 have high requirements and do not accept my affiliate programs directory... someone knows how to get in just to referral program?

And other programs I am looking for...
