Looking for a tool that can tell how much advertisers pay

Hi all,

I have been searching all day.

I know there is a tool that can tell how much an advertiser pays per click.
You could enter the url and the tool would tell you how much they pay per click and thus block the advertiser from you adsense account if the payout was very low.

Anyone who knows this tool and where to find it?
