Looking for a script (Msn related)

Well, I am working on a website, and I am curious if there are any scripts which could do the following and are free.

I am wanting an administration area where the admin can add emoticons and msn display pictures and allows users who visit the site to be able to submit and image into a specific category and then the admin would be able to approve the image.

Basically something that can approve images, and seperate them into category's.

if anyone could help me out I would greatly appreciate it.
