Anyway, I'd say regfee being that .cc has yet to properly take off for names like that. I'm not even sure you can add value by developing, in theory it should be brandable but I really can't see it right now.

I would definately develop it. Undeveloped, it is only really worth regfee at best. However you could develop it into many things. As you said, it is a good name for a dating site. It could also be used as a job seeking site, or something similar.

Or you could even consider developing into either a search for credit card site or credit search etc.

.CC, Credit card? But I agree with the rest, For that keyword, reg fee.
