I am interested in getting a LLL.ir domain hack for a rare personal name. My budget is low $XXX.

LLL.ir are pretty much taken but most are not being used. I contacted the owner (who has thousands of domains renewed for many years) who asked me for an offer. What is the estimated value? What should I offer?
