Say I have 1 domain on a hosting own ssl and ip through godaddy
now i have a second account with its own ssl as well and rest of the domains on that. 137 of them.
since it's 2 ips couldn't i use those 137 domains all as backlinks since there on a different server?

Are they all parked domains or built out websites? Even when you have different ips, the search engines recognize that the ips are on the same c-class server and that is typically an indication that the domains are owned by the same owner.
