Layered menu in frames (popup)

Hello my helpers..
I made a popup menu which is a layer. Right now it opens where I've put the html code for the menu.
I'm trying to make it open on top of evrything or in different words - To have the code on one frame and the menu to open in other (WITHOUT copying the menu-html code to the desired frame).

I think you'll have to put the code in the other frame and then make a link that targets the other frame. I don't think you can target layers to other frames like you're wanting to do, but I could be wrong.
