In the .fr extension the obvious use would be a portal about Kyrgyzstan tourism geared toward French people.
But I'm not aware of Kyrgyzstan being a country with much tourist appeal, let alone visited by many French people.
Tough sell imo. Should be registered only with development in mind I think.
