I assume you mean people are registering names and then offering them to you with the intention of de-registering them and getting their money back if you are not interested. This may seem an odd thing to do but don't forget people who do this are effectively spending their time looking for something that you want, so they no doubt think they are entitled to be paid for their time.

If you don't want people to submit these type sof names just put in your original post that domains must be at least 1 month old or words to that effect.

If this is not what you meant then please accept my apologies.
