i do think it has some value, the .to is still on hype, id sell now if at anytime...

I would read this as "Keyword To". This doesn't really "work" or say anything in particular.

It has some wordplay value, but one of the best reasons to buy a .TO IMO is when you can play off the Toronto connection. .TO has become the defacto city TLD for Toronto. So if you have for examples, movies.to, then you have every theater in Toronto as a possible customer. I'd say high $XX, low $XXX if you find right buyer.
