To start off, tech was not the original idea for .io. It actually stands for "indian ocean". It just so happens that tech really likes it. I think it is generally because it has a strong "web 2.0" feel to it and can also make you think of "input/output".
This one is harder to evaluate. I don't think the keywords are strong for a .io domain even though they tech keywords. Generally, I see more one worders or really strong 2 tech keywords do best in .io. In this case, the domain is actually repetitive - IT stands for "Information Technology", so it is sort of like saying "Information Technology Technology" when you remove all the abbreviations. Still, this wouldn't be bad in dot com, but I think it isn't strong enough for .io.
I'd put it at regfee - mid $xx for reseller and high $xx to low $xxx enduser. It might be really tough to find that buyer, however.
