I was trying to reg an .it domain on dotster but couldn'y. Are regs only for italians?

Yes, I believe you have to live in Italy (or at least be an Italian citizen) to buy .it domains.

Who Can Register Italian Domain Names?

Any company, individual or association that is resident in any member state of the European Union may register a .it domain name. Companies may register multiple domains, but individuals are restricted to 1 domain each.

You need to be EU resident or have a company there. There is also a form to be filled out and faxed back.
