Is there a market for...

Hi im new here and was just wondering if there is a market for un-coded website designs (just PSD files). And if so, how much could a design like this get me?

Designs aren't in great demand here - but there is some. You will find that this forum does a lot of wholesale transactions which makes it hard for web designers (in your case graphic artists) to make a lot of money doing it.

Nonetheless, there is a lot of domainers here that don't like the deal with the design stage of a site and am sure if your work is at least satisfactory to them, they will be willing hire you for your work at the right price

There are people who purchase web templates but genearly they are businesses so you'd have to sort of build your designs with that in mind.

I don't think that he is very serious about it however, and I think that this is most likely spam, since I asked him about his services and have yet to hear back and he has only made one post

I take it you're an amazing Photoshop designer. I'm sure there would be a market for PSD because that is basically what the template scene is about. However, you might want to learn a little bit of HTML so you can make designs that people can get into quickly because usually if they need a template they have no clue about PSD and slicing it up for HTML.
