Let's say for example, email.net.co

Is there anything stopping me from having-

[email protected] as my personal email? Or running my own email service?

There are some restrictions for third-level domains like .edu.co and .gov.co, but I think for .com.co and .net.co there are none. Probably best to ask your registrar of choice - if they have it on offer, they will know.

Well, that's classic marketing speak of GoDaddy.

GoDaddy only lists the extensions that can be registered through them.

I trust we can agree that it's perfectly fine to register a .net.co domain and handle your own email on that domain.
