Needs development for any value. Around Reg fee undeveloped.

After development, the value will depend on various factors like how u develop, traffic, pr etc.

might make a good site for online complaints.. mid xx - high xx, undeveloped.. developed depends on too many factors to value at this time (traffic, revenue, etc)
