Installing MySQL???

I am having trouble installing MySQL on windows. I download version 4.0. Then I unzip it to C:\mysqltem

I then run setup.exe and restart windows. Now here's the problem. I try running mysqladmin but I get a red light not a green one. Then I run command prompt and go to C:\mysql\bin and type:

mysql -h localhost -u root -p

Then I type in the password and my computer beeps and says:

ERROR 2003: Can't connect to MySQL server on 'localhost' (10061)

Why??????? I really need MySQL to work. I hope you're understanding me, thanks, will7.

i think you might have too change your localhost too your server or your host.

Ey? What do you mean my server? I have Abyss Web Server installed. But that is http://localhost.

This is confusing.
