Can anyone tell me how I can create or place a graphic on to a Dreamweaver html page.

Basically the graphic is a rectangle with rounded edges (800 x 600px) to act as a border for the main content of my site. I have tried to place cells on top of each other which I find is impossible... should I be using layers instead? I understand that layers can cause trouble in certain browsers?

If I place as a background graphic it tiles and doesn't give me the result in need.
