That is a misleading story headline. (The Associated Press put it out the same way.) Nobody has applied for a .PDF tld and it's unlikely that anyone will. ICANN only decided that numerical-only TLDs would not happen, because they could be mistakenly identified as part of an IP address. .PDF was just only as an imaginary example.

talking about confusion for .pdf or .mp3 tlds. How about .com tld, if you used DOS back in the old days, you know what I mean.

PS: .COM is extension for small (under 64k - 1 segment) executable file in DOS
