A person wants to hire me to do grunt work by geting more visitors to thier arcade website. I am unsure what to charge for this type of work. I can see myself working at a minimum of 20 hours a week advertising this person's arcade and spending out of pocket a minimium of $200 a month to buy traffic from different places like link exchanges, and stuff.

What do you think I should charge for my services?

Should I do a base charge of $12 an hour. Then add any approval expense spending?

It all depends on the following factors:
  • How much is your time worth? You can calculate this by averaging out the money made for an hour spent on your own projects or your hourly rate at your job/workplace.
  • Do you really want to do this job? How much will your other sites suffer from the time diverted to this job? You may need to add compensation money for the diverted time.
  • Do you have any previous work to back up how good you are? If you can prove that you produce results and will show all documentation of the work you will do for this guy then you certainly can up your hourly rate.

All the best and hope it works out for you :)
