I Got A Question

I have download many templates before, and this is what I noticed: For good professional templates, there is a photoshop file. When the buyer/user makes some changes to the template based on his uses, he/she 'saves for web' into a layout.html file. The regular index html file is somehow made to use the template used from layout.html. It automatically updates itself according to the layout.html file. So. How do i make frontpage do that?
