Uses mainly PHP headers and footers, so no CMS. But it's really simple, just add the header and footer code to all your plain text documents, and theres you page. That allows full flexibility and cleanes, as it sepeartes content from design.

Currently, it is hosted on one of resellerzoom's packages. I will give you 1 month of hosting with it, in which you can move your site to your hosting. I will happily help you move the site into any cpanel host. If you wish, you can pay me to continue hosting it for you.
