Would one be considered to be an idiot, or possibly even insane, if he/she has files that have no PHP coding in them whatsoever, and contunued to save and upload them as .php extentions, anyway?

I dont see anything wrong with that.

Apparently .php is a little worse for SEO (don't quote me on that), but other than that there's no problem with it.

I too don't see anything wrong with that. It makes it much easier to keep track of pages if you have some pages with php code and some without. The SEO difference is minimal so i think it shouldn't matter that much.

um... afaik there is no difference in terms of seo since php is server-side...?

File extension doesn't have any SEO value.

The extension will not make any difference with SEO.

The downside of having html files saved as .php is that anything with the .php extension rund through php which increase server memory usage and increases respone time (as the php engine needs to parse it even if there is no php in the file).

Ideally you would have html files saved as .htm or .html.
