Htacess frame?

Hey
is it possible to have htacess in everyfolder that php creates dynamically that adds a frame to every page thats open [in that folder..]
basically what i m trying to do is...allow pplz to make FOLDERS..where there will be files....and i want a frame 2 show at the top with some DETAILS..so i duno if its possible to put something in the htacess tht will make the frame?

What you want to do is create a skeleton directory and copy it each time a user is created or whatever step he/she gets a new folder.

Not sure if you need .htaccess at all.

well u dont understand what i mean...
i want to give couple of pages [hosting] 2 users...and i want a frame 2 appear at the top..
