I need to register as an eNom member because a guy want to transfer a domain to me and his domain is in eNom. How can i register? Do i need to register a reseller account? The site is confusing me.

I didn't ask the same question a lot of times, previously i asked about eNom Club Drop. I tried to register a free account but it show this message instead:
We are unable to process this transaction because we are currently not accepting orders from this IP.
What the heck is going on? It happens to me when i register at Club Drop as well.
