How do you register for a Network Solution account?

First, I just want to make sure that "Netsol" stands for Network Solution. Is that correct?

Second, Does it cost to apply for a Network Solution account?

Last but not least. I want to know how I can sign up for a Network Solution account. I've looked through their website but could not find it anywhere.
