If you'e talking about building lots of minisites, with unique content that will pass Google, getting it created by other people is probably going to be prohibitively expensive. The good news is there are lots of tools out there that can help you automate the process, and THAT'S where you'll start to win. Wordpress is the best place to start, because everything you need can be found as plugins that are simple to install and configure.

Minisite Creation is best option and easy to get targeted traffic. First you need to know completely about Google Keyword Tool. All of success depends on Keyword choosing.

Be careful about relying on the Keyword Tool. It's hardly the holy grail of SEO ;)

As wellparked notes, mini sites can be expensive. You need to take into account time (and/or money) for coding, research, article writing and on-site SEO optimisation as a minimum.

Development is a long term investment so be prepared to take a short term hit for long term goals.

Getting content doesn't have to be expensive. You can find quality writers on elance and similar sites at very reasonable prices.
