Is there some way to create a link/button/etc that, when hovered (via mouse), causes a menu to appear, kind of like tooltips in MMORPG's? (the menu itself would just be a small html page, with no visible border/etc... and unlike a tooltip or regular menu, it would have a scroll bar that lets you scroll through a long list of stuff)

I also want the frame to disappear when the mouse moves away from it.

Is this doable? (I'm not a coder, so I'm not wondering HOW to do it yet exactly - a programmer would tackle that part - I just want to know IF it's doable, and by what means. In other words, Javascript? Ajax? Etc, etc...)

you should be able to do this with dhtml, or javascript. Might go to dynamicdrive and look at some of the menu scripts there.
