Dollargrade isn't loading for me.
It is better to not host proxy site on a shared hosting. You will get suspended sooner or later if it is a on shared hosting as nearly all the shared hosting doesn't allow proxy on the server as it slows down other members' sites. You might get lucky without getting caught, but you will get suspended when found out. It won't be good if you get your proxy site popular or having a constant traffic, then after a while your site gets suspended, you will lost your visitors.
Proxy site's bandwidth can add up once it gets stabled. Then again, it depends on which type of proxy you going to use (CGI or PHP). If I was you, I'd want to start off with cheapest package. Which you can find some packages offered by members from here or DP. Even though I had some bad times with those small packages as some people overload their server with proxy (That is why I got my own VPS plan for my proxies)
If you aren't afraid of losing money, you can get yourself some cheap VPS plan to start off from WebHostingTalk offer section (Don't request for hosting there as your thread will be removed by Mod). Normally a proxy can make back your hosting money within a few days even without a big promotion at all.
I'd suggest you get around at least around 5GB bandwidth to start off. I have a proxy that uses about 1GB in a week. The only promotion I ever done was submitted to Proxy.org and that is all. The visitors are constant and the money made already paid off the hosting fee in less than a week.
I don't host other people's proxy sites, but if you like, I can offer you 100MB space, 15 GB bandwidth for your proxy site for $3. Not cheaper than the Dollargrade, but specially used for proxies. Only about 7 proxies there. You don't see me selling the packages around since I only want to have my own proxies in my VPS so all of them can have good performance. Right now it has my proxies, a NP'er's and my friends
