I mean that, at 5$ a month an 20 gig of bandwith, no company can make a profit unless the host greatly lack quality.

Actually, you can get a server at EV1 for about 120 / month, with 700 GB transfer, and offer 35 - 20 GB accounts and make 175 / month (35 profit), so yes, a host can make a profit offering that, albeit, not a very big one
